Randall W. Chapman

Randall Chapman’s career has encompassed thirty years in the landfill gas industry. His work experience has included solid and hazardous waste engineering, remediation, construction, operation and maintenance of a variety of landfill gas control systems throughout the country. Prior to cofounding Power Management, Inc. (PMI), he served as Vice President of Operations for NEO Corporation (NEO), a wholly owned subsidiary of NRG Energy. Mr. Chapman holds a BA degree in Aquatic Biology and has completed all required graduate coursework for a Masters in Environmental Management. Mr. Chapman’s career includes extensive experience in general management, including: project development; construction management; technical services; operations and maintenance; consulting and profit center management. In his role at NEO, he was responsible for the overall operations of thirty one landfill gas to energy projects, two natural gas fired peaking stations, and several distributed power facilities located throughout the United States. Mr. Chapman currently directs the landfill gas and distributed power development efforts for PMI, including identification and evaluation of potential projects, determination of project profitability and project development including preparation and negotiation of contracts for both landfill and natural gas powered facilities.

Randy C. Masukawa

Randy Masukawa has over twenty-six years of proven experience in the landfill gas industry and is a nationally recognized expert in the design, operation and maintenance of landfill gas control systems. Prior to becoming co-founder of Power Management, Inc. (PMI), Mr. Masukawa’s work experience includes the position of General Manager -Landfill Gas Recovery, for NEO Corporation. In this position, he was responsible for the overall operation and maintenance of thirty one landfill gas collection systems providing fuel for power generation. Mr. Masukawa holds a B.S. degree in Microbiology / Chemistry and has completed further coursework in Computer Science. Mr. Masukawa’s career includes extensive experience in the general management and overall technical direction for numerous landfill gas control systems located throughout the United States. His responsibilities have included business development, project management, estimating, technical evaluations and profit center management which has led to the profitable growth of several small diversified services companies. Mr. Masukawa currently directs the overall operations for PMI and is also the technical director for all landfill gas control system projects.

Tom Reynolds

Tom Reynolds’ extensive experience in the power production industry has spanned the past 32 years. Mr. Reynolds began his career by joining the United States Navy in 1974 after graduating high school in Rio Linda California. While in the Navy he received extensive training in welding and damage control and operated and maintained the on board piping systems on US vessels. After his tour of duty he went to work at the Kingsford Charcoal Briquette Company in Elk Grove California. While at Kingsford, he operated and maintained all process equipment including boilers, furnaces, and standby generation equipment. Tom spent the next 6 years in various management positions with San Joaquin Valley Energy Partners. His responsibilities included overseeing the construction, startup, operations and maintenance of four wood fired power plants totaling 52 MW of power. In 1997 Tom accepted the position of West Coast operations Manager for the NEO Corporation. His duties included operational and maintenance oversight of fifteen landfill gas fueled power plants. Tom was also responsible for overseeing the construction and startup of the Neo facilities. This experience led him to accept the position of Startup Manager for the DES division of Stewart and Stevenson in 2003. In this capacity Tom was responsible for the startup and commissioning of all power generation equipment installations including the DES personnel and administrative functions. As General Manager of Operations for Power Management Inc. Mr. Reynolds oversees all of PMI’s power related activities, technical and operating personnel. He is responsible for the day to day safety, maintenance, operating and reporting functions at facilities throughout the United States.

Tony Dawson started work at Power Management as a Service Technician. After a year and a half he was promoted to Operations Supervisor. His responsibilities include management of all service technicians and operating personnel and oversight of all power related activities. Gregory Nelson

Greg Nelson’s entire 40 plus year career has been involved in engines, engine design and engine generators. Mr. Nelson’s experience with engine and engine-generator design and development encompasses both small design and research firms to major corporations such as Generac, Harley Davidson and Waukesha Engine. His accomplishments also include owning a US Patent for the design and development of a new motorcycle engine currently in production. The extensive background in engines and their applications has helped Mr. Nelson with his position of engine/generator sales and marketing for the last 25 years in the Western US. The majority of sales and experience have been in the Biogas Digester and Landfill gas markets. A broad range of experience also includes establishing manufacturer-distributor relationships, developing new territories, introducing new products and penetrating new markets for gaseous fueled engine opportunities. Mr. Nelson is currently the Western Regional Sales Manager for PMI responsible for overall business development and sales efforts throughout the United States.
